SECTION I

GENERAL PROVISIONS

1.1. The Department of “System Research of Energy Markets” (hereinafter referred to as the “Department”) is a structural subdivision of the Faculty of Economics and Management (hereinafter referred to as the “Faculty”) of the Federal State Budgetary Educational Institution of Higher Professional Education Russian State University of Oil and Gas named after I. M. Gubkin (hereinafter referred to as the “University”) "), carrying out their activities for the purposes specified in this regulation (hereinafter referred to as the “Regulation”).

1.2. The department is not a legal entity and carries out its activities on the basis of the current legislation of the Russian Federation, the University Charter and Regulations

1.3. The Department was created by the University in accordance with its Charter on the basis of the Agreement on the establishment of the Department No. OB/1 dated June 15, 2011, concluded between the University and the Federal State Budgetary Institution of Science Institute of Energy Research of the Russian Academy of Sciences (hereinafter referred to as "INEI RAS"). The department was created in the manner approved in the Order of the Ministry of Education and Science of the Russian Federation dated February 27, 2009 No. 66 “On approval of the procedure for the creation by educational institutions of higher professional education on the basis of scientific organizations of departments carrying out the educational process.”

1.4. The department is located on the territory of ERI RAS at the address: Moscow, st. Vavilova, 44, bldg. 2, room 408.410.

1.5. Renaming and liquidation (termination of activities) of the Department is carried out on the grounds and in the manner provided for in the Charter of the University and in the legislation of the Russian Federation.

SECTION II

GOALS AND OBJECTIVES OF THE DEPARTMENT

2.1. The purpose of the Department is to improve the quality of education by using the results of research work in the educational process, new knowledge and achievements of science and technology, expanding the research principle of teaching and the scientific component of the educational process, staffing scientific research in the field of energy economics, as well as the implementation of scientific, educational and methodological work in this area.

2.2. The department is created for:

Integration of education, science and production as the most important condition for improving the quality of training of specialists with higher education, as well as ensuring the direct participation of ERI RAS in the educational process by attracting intellectual and other resources of ERI RAS for its implementation.

Ensuring the direct participation of INEI RAS in the educational activities of the University through the involvement and effective use of intellectual, material and technical resources of INEI RAS in the educational process.

Implementation of the principles of advanced education on this basis.

Carrying out targeted training of young specialists at the University for the Russian Academy of Sciences, effectively solving the problems of providing the Institute and organizations of the Russian Academy of Sciences with highly qualified specialists.

2.2. To achieve the goals specified in clause 2.1. Regulations, the Department solves the following tasks:

Implementation of basic educational programs of higher professional education in the following specialties and areas 38.04.01 "Economics", including master's degree studies;

Implementation of professional retraining programs and other additional educational programs of professional education in the profile of educational activities of the Department;

Implementation of postgraduate professional education in specialties that meet the profile of the educational activities of the Department;

Participation in the work of dissertation councils for the defense of doctoral and master's theses in the above specialties;

Promoting scientific internships in specialties and areas of training in the field of higher professional education that meet the profile of the Department;

Ensuring the implementation of research and development work in the profile of the scientific activities of the Department;

Promoting the creation of innovative structures within the Department and participation in their work;

Preparation of educational and methodological literature, preparation of thematic scientific collections, scientific papers, monographs, conference materials and organization of the creation of other results of intellectual activity;

Organization and holding of scientific conferences, seminars, symposiums;

Other activities carried out in accordance with the legislation of the Russian Federation, the University Charter and Regulations.

The management of the Department plans educational and scientific work carried out at the Department, organizes and controls its implementation in accordance with the legislation of the Russian Federation, the Charter of the University, the Internal Regulations of the University, orders of the Rector of the University and other local acts of the University.

The Department ensures the implementation of full-time education, according to the terms and stages of master's training, postgraduate professional education programs (postgraduate studies, competitive studies, doctoral studies), as well as other educational programs in accordance with the profile of the Department.

The educational process is carried out according to curricula developed in accordance with the established procedure on the basis of state educational standards, as well as regulatory legal acts of the Russian Federation. The educational process is regulated by the legislation of the Russian Federation, the Charter of the University, the Internal Regulations of the University, orders of the Rector of the University and other local acts of the University.

Conducting training sessions and consultations, taking exams and tests in a number of special disciplines and courses, including electives, areas and specialties provided for in the curriculum for the training of certified specialists, as well as master’s programs;

Management of diploma design, preparation of master's and candidate's theses;

Organization and management of educational and research work of undergraduates and graduate students;

Participation of teachers in the work of the state certification commission;

Organization and management of internships for University teachers sent in accordance with the plan and program for improving their qualifications.

The methodological work of the Department includes:

Participation in the development of regulatory documentation provided for by state educational standards in the areas and specialties in which specialists with higher education are trained at the University;

Development of work programs for disciplines taught at the Department, internship programs for University teachers at the Department;

Preparation and publication of textbooks, teaching aids, lecture notes on the disciplines of the Department, methodological guides on UNIRS, coursework and diploma design, other types of educational and methodological literature necessary for students’ high-quality mastery of the curriculum and the effective use of new methods and forms of teaching in the educational process;

Development of topics for homework, course projects, master's theses, midterm control programs for students' independent work;

Development and implementation of new methods and forms of teaching into the educational process, including modern information technologies for teaching.

The educational process at the Department is carried out in accordance with working educational and semester plans, agreed upon with the leadership of the Institute of Ecological Research of the Russian Academy of Sciences and approved in accordance with the legislation of the Russian Federation.

The Department submits in advance to the University's Educational and Methodological Department proposals for scheduling training sessions and consultations in the Department's disciplines, calendar plans and schedules for research work of students and graduate students.

The Department conducts office work and reporting in accordance with the established procedure; the Department is obliged to submit work plans within the time limits established in local regulations of the University

Departments, individual work plans for teachers, undergraduates and graduate students. Meetings of the Department, methodological and scientific seminars should be held regularly (at least once every 2 months).

Research work carried out by students at the Department is carried out on topics developed by ERI RAS and agreed upon with the University Vice-Rector for Scientific Work.

Scientific activities at the Department are carried out, including in the form of participation in research state, regional and international projects and programs, grant competitions, in the form of performing various types of research, development, scientific, organizational, applied work, providing scientific -technical and scientific consulting services through the conclusion of relevant agreements by the University.

Research work at the Department can be organized as part of the research divisions of the Institute of Economics and Research of the Russian Academy of Sciences and carried out in the following main areas:

Trends and patterns of energy development in its interaction with the needs of society, scientific and technological progress and the environment;

Justification of structural and scientific-technical policies in Russian and global energy;

Research and development of effective strategies for the development of the country's fuel and energy complex;

SECTION III

AREAS OF ACTIVITY AND FUNCTIONS OF THE DEPARTMENT

3.1. The department carries out the functions of conducting educational, scientific and other activities not prohibited in Russian legislation in the areas necessary to achieve the goals and solve the problems provided for in the Regulations.

3.2. The functions of the Department are carried out by the head of the Department, his deputies and other employees of the Department in accordance with their powers, which are defined in the relevant job descriptions.

3.3. The teaching staff of the Basic Department, including the position of head of the department, consists of full-time employees of the Institute of Economics and Research of the Russian Academy of Sciences, working at the University on a part-time basis as faculty members.

3.4. In order for students and graduate students to master the taught disciplines, ERI RAS provides the Basic Department with classrooms, equipment, and the necessary normative and methodological documentation.

3.5. The property of the Department can be formed in any legal way, including from funds received by the University on the basis of contracts, the execution of which is carried out by the Department.

3.6. Funding for the activities of the Department is carried out on any legal basis, including on the basis of agreements concluded by the University with third parties.

3.7. The activities of the Department are supported by the relevant services of the University. Accounting for the economic activities of the Department is maintained by the University accounting department in accordance with the legislation of the Russian Federation and the accounting policies of the University.

SECTION IV

DEPARTMENT MANAGEMENT

4.1. The Department reports directly to the Dean of the Faculty. The Department is managed by the Head of the Department. The Head of the Department exercises the functions and powers provided for in his job description. Qualification and other requirements for the position of head of the Department, other positions provided for in the staffing table of the Department, and the procedure for filling them are established in the legislation of the Russian Federation and the Charter of the University.

4.2. The teaching staff of the Department, including the position of head of the department, consists of full-time employees of the Institute of Economics and Research of the Russian Academy of Sciences, working at the University on a part-time basis as faculty members.

4.3. The staffing schedule of the Department is approved by the Rector of the University upon the recommendation of the head of the Department and the Dean of the Faculty.

4.4. Teachers of the Department have the right to participate in events held at the faculty and at the university, including meetings of the scientific and teaching staff, to use the information resources of the University: library, funds of teaching rooms, etc. They can be elected to the Academic Councils of the University and the Faculty of Economics and Management.

4.5. The department organizes the coordination and preparation of cooperation agreements and contracts concluded by the University with ERI RAS.

SECTION V

RESPONSIBILITIES, RIGHTS AND OBLIGATIONS OF DEPARTMENT EMPLOYEES

5.1. The responsibilities, rights and obligations of the employees of the Department are determined in the legislation of the Russian Federation, the University Charter, Regulations, employment contracts concluded by the University with them, job descriptions of these employees, as well as in other documents in accordance with the legislation of the Russian Federation.

SECTION VI

INTERACTION OF THE DEPARTMENT

WITH OTHER STRUCTURAL DIVISIONS OF THE UNIVERSITY

6.1. In carrying out its activities, the department interacts with other structural divisions of the University to the extent necessary to achieve the goals and fulfill the tasks provided for in the Regulations.

6.2. The Head of the Department organizes the interaction of its employees with employees of other structural divisions of the University and is responsible for the results of such interaction.

SECTION VII

AMENDMENTS AND ADDITIONS TO THE REGULATIONS

7.1. Amendments and additions to the Regulations are made on the grounds provided for in the legislation of the Russian Federation, in the University Charter, and in accordance with STV-909-01 “Documentation and Records Management”.

Basic departments

One of the effective tools for integrating education and the labor market is the creation of basic departments of educational institutions at enterprises.

Federal Law “On Education in the Russian Federation” (No273FZ dated December 29, 2012 Article 15. Network form of implementation of educational programs) introduced the concept of “network form of implementation of educational programs” and opened up wide opportunities for the creation of basic departments, having formed sufficient legal grounds. With the adoption of the law, professional educational organizations can create departments and other structural units that provide practical training for students on the basis of enterprises operating in the profile of the relevant educational program.

Within the framework of cooperation between educational institutions and enterprises, it is possible to carry out the following events:

Participation of enterprise employees in the development of training courses, their educational and methodological support; closer cooperation between departments and enterprises in the training of future specialists;

Reading of some special courses by company employees;

- establishing information exchange between public organizations and industrial enterprises about innovations, the needs for their implementation, which can be implemented through joint efforts;

Conclusion of an agreement for targeted training of students for individual enterprises

with the involvement of funds from the federal and regional budgets;

-creation of a system for constantly informing students about employment opportunities at enterprises in the region;

Business participation in improving the quality of education, strengthening the material and technical base and supporting teaching staff.

The main areas of cooperation between the public organization and the partner enterprise are determined by the regulations on the basic department. As a rule, first of all, basic departments participate

in the educational process: lectures, seminars, supervision of diploma and coursework, internships, internships, etc. In addition, the programs

elements of dual education are built in: training is provided at production sites with the involvement of specialists from production, assignment of qualifications to a worker or employee according to the training profile. Among other possible

areas of activity of the basic departments, one can distinguish the organization

student conferences, competitions, meetings with leading experts.

Reasons for creating a basic department in the structure of the technical school

are:

a) decision of the pedagogical council of the educational organization on the creation of a structural unit;

b) an agreement on the creation of a structural unit concluded between an educational organization and an enterprise.

1.4. The basic department is responsible for training certified workers, employees and specialists for the enterprise. The basic department provides training in specialties, the list of which is established annually by a joint decision of the technical school and the enterprise.

SAMPLE REGULATIONS ON THE BASIC DEPARTMENT

1. General Provisions

1.1. These Regulations regulate the procedure for the creation, operation and liquidation of a basic department - a structural unit of a technical school that provides practical training for students on the basis of other organizations operating in the profile of the relevant educational program (hereinafter referred to in the text as “partner organization”, “Basic partner”).

1.2. The basic department in its activities is guided by the Federal Law of December 29, 2012 N273-FZ “On Education in the Russian Federation”,

“The procedure for creating professional educational organizations and

educational organizations of higher education of departments and other structural units that provide practical training to students, on the basis of other organizations operating in the profile of the relevant educational program,” approved by Order of the Ministry of Education and Science of Russia dated August 14, 2013 N 958, the Charter of the Technical School, and these Regulations.

1.3. The basic department is created subject to the following conditions:

compliance with the educational program implemented by the technical school

the profile of the Basic Partner;

availability of property necessary to achieve business goals

basic department;

providing internships, practical classes, seminars, laboratory workshops and other types of educational activities provided for by the curriculum at the base department;

 providing the Basic Partner with conditions for students to prepare final qualifying works and other types of work provided for by the educational program, including participation in the formation of topics for final qualifying works and other works, providing scientific guidance and reviewing

final qualifying works and other works, free provision of students with access to the information necessary for the preparation of final qualifying works;

creating a safe learning environment;

compliance with special conditions for students with disabilities to receive education.

1.4.The grounds for creating a basic department are:

decision of the teachers' council on the creation of a basic department;

an agreement on the creation of a basic department, concluded between the partner technical school and the enterprise.

1.5.The basic department is a structural unit of the technical school

corresponding to its activity profile.

The basic department is not vested with the powers of a legal entity. The parties do not legally separate the property used in the activities of the base department. Basic departments can be created by converting existing departments

1.6.The basic department can be both a graduate department and one that provides a practice-oriented orientation of the educational process.

1.7.The base department, as a rule, is located on the territory of the Base

partner. If necessary, it can be located on the territory of the technical school (if the enterprise places its equipment in the workshops or laboratories of the technical school, on the basis of a concession agreement).

1.8. The educational activities of the base department must comply with the plans of educational and production activities of the Base partner and scientific and educational activities.

In addition, in accordance with the current legislation, for each branch of the university a separate annex to the license for the right to conduct educational activities must be drawn up, indicating the name and location of such branch (Part 4, Article 91 of the Federal Law of December 29, 2012 No. 273 -FZ " ").

The representative of the Russian Ministry of Education and Science emphasized that if the bill is approved, universities and colleges will be able to create not branches, but base units under other organizations, including enterprises, even if the latter are not located in the same municipality in which the university or college is located.

Moreover, Alexander Sobolev indicated that, in accordance with the developed document, special licenses for educational activities will not be required for basic departments of universities, since the latter will be taken into account in the license for the educational program as a whole. At the same time, according to him, after the adoption of the amendments, universities will not have to collect a significant number of documents and even enter the address of the base unit into the license.

The expert also emphasized the importance of another provision of the draft law, which will allow the appointment of general designers, large production workers and scientists as heads of basic departments, that is, representatives of the enterprises at which the departments will be created. The document allows for the simultaneous fulfillment of the duties of both an employee of the enterprise and the head of a basic unit of the university on a part-time basis. Today, let us remind you that the official duties of the head of a state or municipal educational organization or a branch of a state or municipal educational organization are prohibited from being performed part-time ().

He also drew attention to the fact that today the form of cooperation between universities and enterprises is not directly established by law, so they do not build interaction with each other through specially created units. Most often, they enter into cooperation agreements, under which the company undertakes to take on internships or internships for university students and graduates.

In this regard, it is assumed that all details of the relationship between the university and the enterprise for the practical training of students in basic departments should be regulated in a standard agreement. The expert said that the Russian Ministry of Education and Science has already developed the form of such an agreement, with special attention paid to its essential conditions.

It should be noted that today universities interact with enterprises, including within the framework of organizing student internships. Educational institutions enter into agreements for educational or practical training with organizations where students will undergo practical training (). But the form of such an agreement is not established by any body, since it is determined by the university.

According to the speaker, there are no risks or difficulties in the presented interaction model, and the innovation is important for both universities and enterprises: the former will have access to modern technologies for teaching students, and the latter will be able to use the intellectual potential of universities to develop production. It was emphasized that it is impossible to introduce such a concept of basic enterprises at the level of by-laws, and therefore it will be necessary to make systemic changes to the law on education.

In general, according to the developers of the initiative, the work of the basic units will improve the quality of the educational process and will contribute to the integration of educational and practical activities, in particular, in the fields of engineering, medicine and transport. Representatives of universities adhere to a similar position.

Thus, the dean of the Faculty of Psychology of Moscow State University named after M.V. Lomonosov Yuri Zinchenko emphasized that the need for basic departments exists, and this issue is not the subject of discussion. He also drew attention to the fact that such departments can become the basis for future employment of students. At the same time, in his opinion, it is necessary to determine the minimum requirements for enterprises at which basic units will be created in order to avoid the risks of dishonesty in their interaction with universities.

And vice-rector for organizational, legal and economic disputes of the Moscow City Pedagogical University Artemy Rozhkov pointed out that the adoption of the bill is also important for the field of teacher education, since it is largely focused on the practical training of students.

At the same time, during the event, the shortcomings of the bill were also mentioned. Among other things, the discussion participants pointed out the complexity of the document's wording. Alexander Sobolev said that the Russian Ministry of Education and Science plans to make the document more understandable for citizens.

The need to finalize the draft law was also pointed out by the Deputy Chairman of the State Duma for Education and Science Lyubov Dukhanina, while noting that the need for the proposed innovations is enormous.

She emphasized that the vast majority of proposed amendments to the bill relate not to the field of education, but to legal aspects, and therefore it is necessary to make changes to other regulations, and not just to the law on education. Thus, she admitted that it would be changed, since enterprises as a result of interaction with universities will have profits and corresponding tax obligations. In addition, she suggested that the possibility of combining work at the base unit and at the enterprise should also be reflected in.

Along with this, Lyubov Dukhanina stated that the bill would be difficult to pass due to the proposed option, according to which the basic unit would not be separately licensed. “If we begin to remove some blocks from the licensing system altogether, then from the point of view of consumer rights this is incomprehensible. We can talk about some other mechanism, about other requirements for this part of the educational program [for the activities of basic units. – Ed.], but the proposed mechanism does not completely comply with all standards on licensing and accreditation of educational institutions,” said a representative of the State Duma.

The Ministry of Education and Science has developed a package of amendments to the federal law “On Education in the Russian Federation” regarding the creation and activities of structural divisions of educational organizations. We are talking about basic departments, which are possible in two types - companies open them in universities or universities open them in companies. We are talking about the second case. The basic department itself is a training platform for students, where they train specialists in a certain field.

Currently, the first option for creating basic departments is widespread, when a company, by agreement with a university, opens its own department to train specialists for its needs. In this option, there are no legal restrictions and a company from Moscow can quite easily open such a department at the other end of Russia. In the opposite case, when a university wants to open a department in an industry that is interesting to it, there is a problem - the possibility of creating a basic department outside the municipality is not provided for by the Law “On Education”. This, in turn, imposes budgetary restrictions on the university, which cannot use the budget money allocated to it to open a similar site in another region. Now the department proposes to include in Art. 27 of the Law “On Education” makes it possible for universities to open basic departments outside their municipality. For example, Novosibirsk University will be able to open a base department at Uralvagonzavod, although they are located in different municipalities. According to the department's estimates, the proposed amendments could come into force in September 2016.

We are talking about creating basic departments at enterprises and scientific organizations. Changes to the law will make it possible to create structural divisions of universities directly within walking distance from production facilities and places where scientific research is carried out. All this will allow us to involve practitioners in the educational process and make the training of specialists practical and effective. Amendments to the law will remove the restriction associated with the possibility of creating such departments only within the municipality. After the adoption of the law, universities will be able to create such departments at remote sites, explained the press service of the Ministry of Education and Science.

The department also added that the creation of basic departments was complicated by the need to license their work. According to civil law, a separate division of an educational institution in another region or municipality is required to undergo licensing as an independent educational institution, and changes in legislation allow the creation of basic departments without licensing them.

Izvestia turned to the rectors of higher educational institutions, on whose sites such companies as Rostelecom, Yandex, Sberbank and many others opened their base departments.

Rector of MTUCI Artem Adzhemov believes that all kinds of formal restrictions are harmful.

Business should be at the forefront. If the activities of this structure support the university and the better education of students, then this should be welcomed. It all depends on enterprises and industries. When enterprises need to renew their personnel, they are willing to create such structures. They work dynamically and well,” noted Artem Adzhemov.

According to the rector of MTUCI, there is another legal problem in working with basic departments and it lies in the current legislation, according to which the head of the department is required to have a degree and title.

We are faced with the fact that one of our basic departments is headed by a Doctor of Science, but he does not have the title of professor or associate professor, and on a formal basis this is a violation. When we talk about basic departments, such standards are actually impossible to fulfill, because almost always the heads of such departments are representatives of production, and they do not always have a title or degree, much less both together,” added Artem Adzhemov.

MIPT Rector Nikolai Kudryavtsev believes that basic departments outside the university are useful and they provide a completely different quality of education than a department located on the basis of a higher educational institution.

You need to be closer to production and business. This is right. The point of a basic department is to be closer to what you teach students and to the place where they will later apply this knowledge. The most breakthrough things in science and technology are done mainly by young people. If a student begins his scientific work when he is, conventionally, 20 or 21 years old, this is a colossal advantage. But he must engage in real scientific and industrial work. It may be difficult at first, but he immediately gets to the most modern level. If he worked in this organization for a couple of years as a student or graduate student, then he does not have any adaptations and immediately gets involved in the work, which is beneficial to production, says Nikolai Kudryavtsev.

The rector of the Physics and Technology Institute noted another feature in the organization of basic departments. According to him, it is necessary to apply different models and approaches to the organization of such departments, since now all over the world technological breakthroughs are occurring in small companies with a small number of employees who cannot afford the maintenance of a basic department. Nikolai Kudryavtsev sees a way out of this by creating a cluster model, where, based on a common core, students could receive lectures and carry out scientific and production work under the guidance of employees of small but very dynamic companies.

Kazan State Energy University was one of the first to propose that leading enterprises of the Republic of Tatarstan create basic departments where students, under the strict supervision of experienced specialists, improve their knowledge. – Damir Fatykhovich, what are the basic departments of KSPEU and when did the first of them appear?

– The first basic departments appeared around the fall of 2014. In short, a basic department is an opportunity to make maximum use of the infrastructure of a particular enterprise, usually an industry giant, for better training of our graduates. Our university is extremely interested in creating such platforms, because we want to create optimal conditions for our students. It is gratifying that in less than three years, KSEU has already opened 8 basic departments at 8 leading enterprises of Tatarstan, including Tatenergo, Kazenergo, Elekon, ServiceMontazhIntegration LLC and so on.

– Do students without proper experience really have access to the most complex technical devices?

– Of course, but only under the supervision of highly qualified specialists - employees of the enterprise where the department is located. Moreover, the presence of a basic department is clearly regulated by law, and two fundamental documents are provided between the university and the enterprise: the first is the conclusion of a bilateral agreement on the creation of a basic department, the second is the signing of the regulations on the basic department.

According to these documents, each basic department is a structural unit of KSPEU, and it should be headed by the head of the department. In this case, it is mandatory to allocate premises on the territory of the enterprise. Students attend basic departments not when they want, but according to the class schedule, which is agreed upon with the enterprise. Therefore, everything is as streamlined as possible and under the control of the company’s specialists.

Another important point: in addition to the infrastructure of the enterprise, we also attract its leading specialists, who perform not only the role of mentors, but also colleagues in the implementation of joint projects, which allows students and employees of the enterprise to conduct joint research activities, in which teachers are also involved our university.

– It turns out that practice at a basic department over time turns an ordinary student into a specialist who knows the whole “kitchen” from the inside?

- Exactly! This is its sacred meaning. Our university works for the real sector of the economy, and the presence of such departments allows a potential employer to take a closer look at future employees and see what each person is like. By the way, one of the main criteria by which the Ministry of Education evaluates the success of universities is employment, so we are interested in creating all the conditions.

Access to modern equipment, orders for research work, and involvement of students in research work - all this helps improve the quality of graduate training. There is no education without science, just as there is no science without education. We must not forget about the commercialization of the university’s developments. For example, in the USA and Europe this is very developed. We also have this direction, but its pace of development is still inferior to that of the West.

“I HOPE THAT OUR STUDENTS WILL BE ABLE TO ENTER THE BEST ENTERPRISES IN THE COUNTRY”

– Your goals and objectives are clear, and what are the benefits for your partners?

– Firstly, it reduces the time it takes to implement the results of research work, since newly developed technologies can be immediately implemented and tested in real conditions. Secondly, professional adaptation of graduates. This is an extremely important point, since there are certain corporate requirements for future employees, to which an ordinary graduate can take a year or two, or even more, to get used to. And thirdly, reducing costs associated with finding and training personnel.

– Can any of the KSEU students apply for training at basic departments?

There are no restrictions in this matter, and even first-year students can prove themselves. They just don’t have enough theoretical knowledge yet, so preference is given to third- and fourth-year bachelors or first- and second-year master’s students.

– Are there statistics that allow you to understand how much help basic departments help your students find employment?

– Since this project has existed for just over two years, the full picture has not yet been formed, but what we see now suits us quite well. In recent years, the employment rate of graduates in general at KSPEU is more than 90 percent. This is a good indicator. But we are not going to stop there and expect that the development of basic departments as a tool for high-quality training of graduates will improve the employment rate.

– Can enterprises open a basic department in your area?

– The creation of basic departments in universities is possible and has no restrictions by law. Even if the company is located in the Far East or Siberia, and the base department is opened, for example, in Kazan State Economic University.

But in the case when a university wants to open a basic department outside a municipality, Federal Law No. 273 limits such actions. This, in turn, imposes budget restrictions on the university, which cannot direct budget allocations to open and operate a similar site in another region. I have already made several public appearances at meetings and conferences at various levels, including in Moscow, where I noted the need to amend the federal law so that universities can open basic departments outside the municipality, as this contributes to the development of the university.

I really hope that in the near future we will be able to find a middle ground in this matter, then enterprises will be more active in making contact, which will allow our students to gain the necessary experience and practice at the best enterprises in the country.
